Industry groups blamed burdensome federal regulations for the lack of activity on public lands.

As oil production on non-federal lands in states like North Dakota and Texas has increased dramatically in recent years, the output from federal lands in states like New Mexico and Wyoming has fluctuated or fallen, the non-partisan Congressional Research Service (CRS) said in a report.

Oil production fell 6% from 2009 to 2013 on federal lands, while gas production was off by 28%.
