The state Department of Environmental Protection (DEP) levied the penalty after a July 2012 incident that spilled more than 3000 gallons (a little more than 71 barrels) of brine at a location in Lycoming County.
The leak came from a faulty manhole cover on a produced water tank and heavy rain pushed the brine off the well location toward a tributary of a popular fishing stream, though the produced water likely did not flow all the way into the larger stream, DEP said.
