The government is to use the UN Convention of the Law of the Sea in an attempt to get Russia to release the 28 demonstrators and two freelancers who were detained on board the Greenpeace vessel Arctic Sunrise last month.
The vessel flies the Dutch flag, thereby giving the Netherlands the ability to intervene.
This week a Russian court in Murmansk charged all 30 with piracy over a failed attempt to board the Prirazlomnaya platform at the Prirazlomnoye oilfield operated by Gazprom Neft Shelf in the Pechora Sea.
