Among other things, the Texas Railroad Commission (TRC) now requires operators to to conduct a pressure test before hydraulic fracturing to the maximum pressure expected during the treatment, with notification to regulators if a problem is encountered.
Operator will also have to “monitor the annular space between the well’s casings for pressure changes (which could indicate a leak in casing),” stopping operations if a leak is indicated.
