Toyo will lead the engineering and procurement contract which will cover engineering to construction and commissioning.
The company confirmed the completion date of the project would be pushed back to the beginning of 2017.
Upstream previously reported it would be operating by late 2016.
The expansion project will increase LNG receiving capacity from 10 million tonnes per annum to 15 mtpa.
