The $3.2 billion expansion would make Motiva Enterprises' Port Arthur plant, which currently has a capacity of 235,000 bpd, the largest refining complex in the US.

Motiva Enterprisesis is owned equally by Royal Dutch Shell and state oil outfit Saudi Aramco.

New facilities would include a coker and desulphurisation unit, making it capable of handling the medium and heavy sour crudes Saudi Arabia can produce in abundance.
