Apache chief executive Steven Farris said the company had during the last quarter taken "the important step" of commiting to the development of Theo-Van Gogh.
"We're planning a (floating production, storage and offloading vessel) development and have been given verbal approval to drill appraisal and development wells," he said.
The project is expected to begin production in the second half of 2008 with net production rates of 20,000 barrels per day.
