The fields remained undeveloped until Norway and the UK signed the Framework Agreement Concerning Cross-Boundary Petroleum Co-operation earlier this year.
Blane straddles both the UK and Norwegian continental shelves and will be brought on stream as a subsea development tied back to Norway's Ula field.
The project will cost about $257 million and should come on stream by the end of next year.
