Madrid said he had proven involvement in coup attempts in his home country, a former Spanish colony.
The Spanish government said Moto was implicated in "planning and organising acts of violence in Equatorial Guinea, including the recruitment of mercenaries and arms trafficking", and therefore contravened the conditions for political refugees.
Moto denied the allegations and said he will lodge an appeal against Madrid's decision.
