Neither of the petitions pushing the restrictions gathered the 98,492 valid signatures required to get onto the ballot, according to figures from the Colorado Secretary of State's office.
That makes it unlikely that Coloradoans will vote on the measures, but proponents of the restrictions have 30 days to appeal to the Denver District Court.
