Kyodo News reported that the minister, Shoichi Nakagawa, left for the East China Sea this morning onboard a Japan Coast Guard airplane.
Nakagawa is the first Japanese cabinet minister to visit the area. Japan argues it has a right to a share of resources that straddle the intermediate line in its exclusive economic zone.
The Xihu Trough comprises six gas fields being developed in several phases.
