Outgoing Democratic Governor Martin O’Malley, who had effectively stalled fracking in Maryland by ordering studies on its effects, said the state was willing to allow fracking within its borders, provided strict regulations were in place that will safeguard air and water from potential pollution associated with the controversial practice, the Baltimore Sun reported.
A draft final report from the state Department of Environment & Natural Resources proposes new rules and recommends legislation to stiffen penalties for spills, the newspaper said.
