The DSS 21 design semisub, which will be chartered on a day rate of about $476,000, is being built at Keppel Fels' Singapore yard and is due for delivery on April 2008.
The rig will be able to operate in water depths of 3000 metres.
Statoil said it plans to use the rig for wildcat drilling in the US Gulf's deep waters.
