International oil companies returning to Iran after the relaxation of international energy sanctions last year have discovered that all roads lead to the relatively small building a few hundred metres north of the main National Iranian Oil Company (NIOC) headquarters in Tehran, from where Gholamreza Manouchehri oversees all negotiations with potential overseas investors.

Since last year, Manouchehri has been running 10 specially-created teams of negotiators and technical experts who are holding talks over at least 10 priority oil and gas projects and preparing tender documents.
