Baku alleged that seismic work in the disputed area “violated the arrangements the two countries’ presidents made in 2008 to postpone exploration and extraction of resources … until a final agreement … has been reached. Turkmenistan’s illegal activities are unacceptable and Azerbaijan preserves the right to take appropriate measures to defend its sovereign rights in the Caspian.” The exploration is taking place under a 2007 agreement between Turkmenistan and Cyprus-based Buried Hill Energy.
