The agreement, in the works since a memorandum of understanding was signed in October 2005, was finalised this week by BP chief executive Tony Hayward and National Oil Corporation (NOC) head Shokri Ghanem.
BP, which has not been in Libya since the nationalisation of its assets there more than 30 years ago, described the project as its "single biggest exploration commitment".
