Brazil’s 13th licensing round this week failed to energise the battered local oil and gas industry, with Petrobras and international players staying on the sidelines of what was the nation’s first acreage offering in nearly two years.

Brazilian independents Queiroz Galvao Exploration & Production (QGEP) and Parnaiba Gas Natural (PGN) were the stars of the round, grabbing blocks in key areas and saving the exercise from being a complete disaster.
