A controversial move by Nigerian President Muhammadu Buhari ordering Shell to hand over operatorship of its prized OML 11 concession in Ogoniland to state-owned Nigerian Petroleum Development Company (NPDC) has created significant uncertainty in the industry.

Buhari’s edict came as NPDC — a wholly owned subsidiary of the Nigerian National Petroleum Corporation (NNPC) — began pre-qualifying contractors to provide an early production system for one of the dormant fields in OML 11.
