The move comes more than 21 years after the Ocean Ranger went down off Newfoundland at the Hibernia discovery site, claiming the lives of 84 people.
Howard Pike, chief safety officer at the Canada-Newfoundland Offshore Petroleum Board, said the government and industry are looking at introducing performance standards for the systems and to ensure they are the best available.
Talks were due to start next month on how to introduce the performance-based standards and the guidelines could be in place early next year.
