The Globe & Mail newspaper reports that an internal memo circulated by Cenovus in June urged employees to reject a bid by private sector union, Unifor, to organise in the hope of protecting jobs.
However, the company said unionising would not provide job security while commodity prices remain low and the industry continues to face an economic downturn.
