The field was shut in March 2012 after persistent seeps from a well that suffered structural damage following a kick and spill in November 2011.
The ANP has already announced that Chevron and its partners have received approval to restart output at Frade but are still barred from using water or gas injection, or engaging in drilling operations.
The Frade field was producing nearly 70,000 barrels per day before the spill.
