Though China has offered investment opportunities to foreign companies, allowing them to be involved in all aspects of pipeline construction since 2002, many players are deterred by uncertainties in upstream development, government-controlled gas prices and taxation concerns.
Current foreign involvement in China’s gas infrastructure sector is generally limited to providing design and engineering and control systems for liquefaction plants and pipeline systems.
