China has taken another step forward with its plans for major upstream reforms by preparing a package of measures that will now be passed on to the industry for review and comment before being sent on for endorsement and implementation by national authorities.
The reforms, largely involving the onshore sector, are intended to cover areas such as opening up exploration and development, deregulating natural gas imports and allowing third-party access to oil and gas infrastructure.
