Norwegian Petroleum & Energy Minister Terje Soviknes received an early Christmas present this year as a batch of new development plans landed on his desk in the week running up to the holiday.
As Upstream went to print, five plans for development and operation (PDO) had been submitted since 15 December, and one more was expected before Soviknes and his staff close their doors for the holidays.
