Following complaints from local fishermen of oil pollution around Pulau Seribu, also known as the Thousand Islands, the police had attempted to visit Chinese outfit CNOOC's facilities on 18 February to obtain crude samples for testing.
A local source claimed the police had a search warrant, were turned away because they did not have the relevant certification from Indonesia's upstream regulatory authority BP Migas.
