Colorado Governor Bill Ritter asked the Bureau of Land Management (BLM) to phase in development in a bid to protect the Western Slope wildlife area.
However, the BLM said it would not revise the plan that will allow drilling of the plateau, which is thought to hold up to 9 trillion cubic feet of recoverable natural gas.
