A UK trade union has raised concerns that the use of operational risk assessments (ORAs) is being abused after a North Sea floating production unit was left without emergency response cover when its standby vessel departed the field in bad weather.
An ORA is a decision taken at the discretion of a dutyholder or operator to bypass systems or equipment that are not working optimally to allow production or work to continue on an offshore installation.
