The steering committee was expected to finalise a joint concession agreement by the first week of July for signature by the so-called commercial group including Shell, Chevron, the Nigeria Gas Company and state-owned energy enterprises in Benin, Togo and Ghana. The group offered the governments a draft deal last month but not a concrete agreement , suggested a senior executive with one major.

HOPES that a concession agreement might be hammered out this month with majors angling to pipe Nigerian gas to markets along the west African coast have faltered. The governments are waiting for the players to agree what precise legal form the operating entity should take, writes Barry Morgan.
