Despite considerable perseverance, Martin Brown has been unable to get permission from the Cuban authorities to visit Matanzas Bay -- the site of one of the earliest attempts, over 70 years ago, to set up an ocean thermal energy conversion (Otec) plant.
Brown runs his own one-man consultancy, Ocean Energy Systems, as well as providing naval architectural support at Noble Denton in Aberdeen.
