Brazil’s National Council for Energy Policy (CNPE) has set 28 October as the date for selling off billions of barrels of oil located in an area of the Santos basin covered by a transfer of rights agreement in favour of state-controlled Petrobras, writes Gareth Chetwynd.

The pre-salt reserves on offer are deemed surplus to the 5 billion barrels of pre-salt oil and gas covered by the original agreement, signed in 2010.
