Stephen Speed, director of energy development at the Department of Energy & Climate Change (DECC), conceded that from progress may have appeared slower than expected.
However, he told delegates to the first Oil & Gas UK annual conference in Aberdeen this week that DECC was “on the cusp of being able to report considerable progress”.
“We are caught in the trap of trying to do things quickly and being seen to do things quickly to pick up the urgency and momentum… but at the same time we really have to get this right,” Speed said.
