Senior government officials from Kenya and Uganda are sticking with forecasts that first oil can flow in 2022 from both the South Lokichar and Tilenga-Kingfisher projects, respectively, but industry figures caution that significant challenges stand in the way of those goals.
With funding, land, water and taxation issues — among others — still unresolved in both countries, doubts were expressed by an executive of Tullow Oil, operator of the Lokichar project and a partner in the Uganda scheme, as to whether the 2022 targets are realistic.
