FRENCH operator Engie is holding back payment for power infrastructure in the Norwegian county of Sogn & Fjordane because of concerns that a deal between the Gjoa field licence and the county could violate European rules against state aid.

The agreement stems from 2008, when former Gjoa development operator StatoilHydro signed a deal with Sogn & Fjordane and local energy companies pledging to pay for a deep-water quay, a power line and a transformer station in order for regional politicians to withdraw a complaint that could have delayed the project.
