Producers have grown increasingly concerned that cancelled and delayed construction projects would make it all but impossible to achieve the strict limits imposed by flaring rules that went into effect last year.
Regulations put in place by the North Dakota Industrial Commission (NDIC) require operators to reduce flaring to an ever-shrinking percentage of associated gas produced from oil wells.
More than a third of that gas was being flared before the restrictions took effect, as many oil wells in North Dakota do not have access to midstream infrastructure.
