The two companies began front-end engineering and design on the FLNG concept last November, and Golar said that work was completed at the end of August.
The idea would be for Golar to provide one if its existing Moss LNG vessels for Keppel Shipyard to convert into the FLNG ship.
Golar said it is also in negotiations with topsides partners and aims to finalise all contracts by the end of this year.
