Tokarev was Zarubezhneft's president until the beginning of October when the Russian government nominated him as Transneft boss to replace outgoing Semion Veinstock.
Tokarev has now named his former subordinates, Vladimir Kushnarev and Mikhail Arustamov, as Transneft first vice presidents. Kushnarev will be in charge of production while Arustamov will handle transportation.
Tokarev also nominated Mikhail Barkov as vice president responsible for legal and foreign relations issues and promoted a former department head in Transneft, Anatoly Bezverkhov, to vice president in charge of construction.
