A development and production plan (DPP) submitted late last year was deemed complete by BOEM, triggering the beginning of a 60-day public comment before a lengthy environmental review.
In its DPP the US private operator proposed construction of an artificial gravel island and a subsea pipeline connected to shore. The man-made gravel island would support the work surface for a drilling facility at the Liberty prospect, similar to Hilcorp’s Northstar facility.
