Speaking this week in Moscow, Dvorkovich said that the operator of the Sakhalin 2 oil and gas project in the country´s far east has already requested a“change in the PSA”.
It has asked the Russian side to approve an increase in spending on the second phase of the project to $20 billion from the previously agreed estimate of $12.5 billion.
