Liberia's state oil company Nocal is to outline details early next month of its delayed offshore licensing round with seismic provider TGS, writes Barry Morgan.
Nocal technical services director Lester Tenny told Upstream that the two parties plan to make an announcement in early October, having steered “an aggressive reform programme through the legislature to resolve ambiguities and strengthen regulatory functions”.
