BRAZIL’S Libra consortium will issue a new tender for a floating production, storage and offloading unit at the end of September, with lower and more flexible local content requirements in the pipeline.
Sources said Petrobras, Shell, Total, China National Offshore Oil Corporation and China National Petroleum Corporation are in no great rush with the project, and do not expect to sign off on the first floater charter before mid-2017.
