Mexico's National Hydrocarbons Commission (CNH) upstream regulator has been left with only four members, the minimum needed for a quorum, after one of its members resigned last week for personal reasons midway through his term.
Gaspar Franco Hernandez, a petroleum engineer and professor, left on 28 February. The remaining members are Alma America Porres Luna, Sergio Pimentel Vargas, Nestor Martinez Romero and Hector Moreira Rodriguez, all of whom were nominated under the previous administration of president Enrique Pena Nieto.
