Both Shell and ExxonMobil have won an embargo from a Federal High Court in Abuja on the purported allocation of three blocks under a licensing exercise designed to secure massive signature bonuses ahead of the changeover and satisfy the ambitions of Nigerians and Asian players seeking a foothold on the country's upstream scene.
Shell is contesting the decision by the Department of Petroleum Resources (DPR) to revoke OMLs 13 and 16, which were then redesignated and allocated to little known Nigerian outfit Tenoil Petroleum&Energy Services.
