Pity poor Newfoundland and its floundering dreams of a vibrant offshore oil industry rich-enough to attract back home the best and the brightest who emigrated to the oil sands of northern Alberta.

The first offshore Atlantic wells were drilled more than 40 years ago and, despite much money and muscle expended to become a Gulf of Mexico of the North, the Canadian province with the lowest per-capita income cannot catch a break.
