Operators are staying hopeful about Mexico's operating environment, which they see as roughly similar to that in place before the election of President Andres Manuel Lopez Obrador, but see ongoing regulatory complexity and a lack of future bid rounds as challenges.

Notably there has been an evolution in attitude towards international operators — which during Lopez Obrador’s election campaign bordered on outright hostility — that left some wondering if they would be allowed to keep operating in the country at all, according to panellists at an Association of International Petroleum Negotiators conference in Houston.
