In the transition away from its position as an oil monopoly, Pemex was given the chance to apply to retain selected areas of its upstream portfolio, although the Energy Ministry (Sener) had the final say.
The requests made it clear that the Pemex planners were focused on retaining the shallow-water plays in the north-west marine, where maturing assets such as Cantarell and Ku Maloob Zaap are located, and the south-west marine, a lighter oil play.
