Pemex has formally launched its new Dos Bocas refinery project, a key priority of Mexican President Andres Manuel Lopez Obrador's drive to consolidate his nationalist view of the energy sector, writes Kathrine Schmidt.
The state-led oil company has said it will build the refinery on its own after Lopez Obrador opted to throw out private-sector bids for coming in above the company’s $8 billion budget.
