The neighbouring provinces of Chincha and Canete had both insisted that the land where the plant is to be built belongs to them on the understanding an erroneous one, according to Peruvian government officials that they will be entitled to tax revenues from the project. With the dispute threatening to delay a project seen as vital to Peru's economic development, representatives from both provinces were invited to a meeting of a congressional committee promoting private sector investments and they agreed to submit the issue to the legislative organ, according to local reports.
