Designer China Huanqiu Constructing&Engineering Company, a PetroChina unit, said it will not go for front-end engineering and design, but will carry out basic design in line with the company's standard practice.
Sources at PetroChina said it will start engineering, procurement and construction tendering soon after design work is completed.
The design job started early this year after PetroChina relocated the terminal site because it clashed with plans by rival Sinopec to build crude terminals.
