Abdul Aziz Ahmed Khattab, who claimed to have resigned as an administrative attaché at the Sudanese embassy's Ministry of Foreign Affairs in Malaysia, alleged that Petronas and CNPC are shipping arms under the guise of exploration equipment destined for use in Sudan's Adari Yel, Abu Jabra, Muglad and Red Sea Hills oilfields. He said the two national oil companies are providing weaponry and military equipment in exchange for oil exploration concessions.
