Malcolm Webb, chief executive of lobby group Oil & Gas UK, said: "I haven't come across anybody in industry who is saying this isn't right. It is brilliantly written. It is almost a self-evident truth that you cannot go on in a highly regulated environment like the (UK continental shelf) without a strong and active regulator. It is needed as a catalyst for change."
